From a rural health post to global health security

Public health specialist with more than a decade of government service in Nepal across three levels of the health system: frontline delivery in peripheral facilities, municipal health department leadership under federalism, and a federal disease control division. Counterpart experience with WHO Nepal and bilateral and multilateral partners, with postgraduate training in global health security nominated by the Ministry of Health and Population.

My work began where most of Nepal's health need sits: in peripheral facilities, with female community health volunteers, immunisation micro-plans and paper registers. That grounding shapes everything I do now — I judge a health intervention by whether it survives contact with a rural health post on a monsoon morning.

Between 2018 and 2023 I led municipal health departments in two very different geographies, Rupa Rural Municipality in Kaski and Diktel Rupakot Majhuwagadhi Municipality in Khotang, during the first tenure of Nepal's federal local governments. That meant building health governance almost from scratch: annual planning and budgeting, workforce management, immunisation and nutrition performance, facility quality improvement, and accountability to elected representatives.

At the federal level I served in the NCD and Mental Health Section of the Epidemiology and Disease Control Division, coordinating with WHO Nepal and partner agencies on programme delivery and research.

I then completed a Master of Public Health in Global Health Security at Yonsei University, Republic of Korea, as a KOICA scholar nominated by the Ministry of Health and Population. Further training followed at the University of Bergen (priority setting in health) and PGIMER Chandigarh under the Government of India ITEC programme.

Today my focus is implementation science: understanding why proven interventions stall, and designing the delivery systems, data flows and governance arrangements that let them work at scale — especially in emergency and trauma care.

I work in the language and standards international partners use: results-based management and Theory of Change, monitoring, evaluation and learning frameworks, International Health Regulations core capacities, primary health care and universal health coverage, and DHIS2 and routine data quality. Because I have sat on the government side of those frameworks — writing municipal annual plans, defending indicators, reporting to elected representatives — I can translate between donor requirements and what a district health office can realistically deliver.
